To fix the error, do the following:

Install Internet Explorer 5.5 or newer.
Install the DSCLIENT.EXE file that can be found on the Windows 2000 server CD in the following directory: \Clients\Win9x\DSCLIENT.EXE. This updates several important pieces of the security subsystem.
Update the Windows registry by adding ", schannel.dll" to the end of the string found in the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders
